Don’t employ outstanding authors, artists, and musicians, and don’t construct miracles in that area either. What level of difficulty are you playing on? Isn’t it possible that this will never happen? It happened twice, as I already stated. I was putting on a show for Prince. I assume that refraining from quoting famous figures (from culture) might prevent this, but I was simply working with what I had.

Using all of the great artists implies putting a strong emphasis on culture, and the same is true for archaeologists.

The only AIs who devote significant resources to culture are those that are pursuing a cultural win for themselves, and even they merely construct culture districts and buildings.

I haven’t come across any AI archaeologists either, however I don’t have a complete view of the area at any given time, so it’s possible that I’ve missed them.

All of the AIs should probably be attempting to generate some tourism in the late game in order to offset or mitigate the threat of a culture victory by an opponent, but this does not appear to be the case, and so if you can survive until the late game, you will have a relatively straightforward path to victory.

Yes, if I were playing a game with the express intention of not creating culture, I could pull it off.

For those who don’t want a large number of culturally gifted individuals, don’t create a large number of museums or wonders that are particularly designed to earn GP points or tourist bonuses (which should be quite simple to avoid because they don’t normally accomplish much else).
